ECF was incorporated in 2002 as a guarantee limited company, duly registered with Securities and Exchange Commission of Pakistan (SECP), with the seed money of US Dollars Three Million, received from Global Environment Facility (GEF) through United Nations Development Programme (UNDP).

Why Energy Conservation fund was established?
Insufficient financing and limited focus of financial/ banking sector is a major barrier to operationalize a broader self-sustainable energy efficiency and conservation market in Pakistan. Pakistan financial needs remain high given the country’s vulnerability to climate change and capital-intensive transition to decarbonize the economy. Significant investment in renewable energy is needed to curb emissions, meet the country's growing energy demand, and its transition to green and reliable energy sources in order to meet a cumulative ambitious conditional target of overall 50% reduction of its projected emissions by 2030, with 15% from the country’s own resources and 35% subject to provision of international grant finance that will require US Dollars 101 Billion just for energy transition.
In order to circumvent the above sighted issues, National Energy Efficiency & Conservation Authority (NEECA) has established Energy Conservation Fund (ECF), as the implementation arm for scaling up market-based energy efficiency solutions having significant potential for energy efficiency in industrial, commercial, public utilities, domestic, agriculture, decentralised renewable energy and transportation. NEECA through its Act i.e. NEECA Act 2016 has further strengthened ECF for the promotion of efficient use of energy by implementing the provisions of the Act.

Projects
ECF has an extensive list of projects/ activities which are currently being carried out as well as projected under the domain of energy efficiency and conservation (EE&C), focused on mitigating greenhouse gas emissions from high emission sectors.
Targeted Timeline
By 2030, $6.4 billion in savings (2022 prices) are possible with government action in the next 8 years, aligning with the 2030 goal.Certain savings will extend to 2050 in the shift to net-zero emissions.

Revolving Loan Fund
ECF endured with the objective by establishing Revolving Loan Fund (RLF) in 2009, energy saving initiative to save 30 % fuel being wasted in the transport sector. ECF would offer soft term loans for encouraging promotion of fuel efficient technologies and tune up equipments through leasing companies and banks. ECF now look forward to broaden the RLF scope financing electric vehicle infrastructure, conversion of conventional vehicles to electric, retrofitting in building and industrial sectors. After developing standards for energy efficient lights by UNEP Lighting Project, ECF has developed a framework to establish RLF project for energy efficient lighting in consultation with banks and leasing companies to work as lighting funding window through ECF.

Message by CEO
Energy Efficiency and Conservation are pressing global concerns, especially following the 2015 Paris Agreement that elevated the importance of addressing climate change, particularly for countries in the global south. The urgent need to shift from fossil fuels to a net-zero emissions strategy for a sustainable future is crucial. This is particularly relevant in Pakistan, which faces the forefront of extreme climate events, necessitating a proactive approach to combat the climate challenge. The National Energy Efficiency & Conservation Authority (NEECA) in Pakistan aligns its efforts with Sustainable Development Goal 7 on affordable and clean energy, covering key sectors such as transport, buildings, agriculture, industry, and power.
NEECA is collaborating with stakeholders, including associations, manufacturers, builders, and industries, NEECA introduces and enforces compliance with efficient energy standards and a labeling regime. It has also introduced minimum energy performance standards (MEPS). NEECA's vision includes collaboration with technical universities, private sector energy consumers, and manufacturers to reduce Pakistan's energy intensity by at least 3 million tons of oil equivalent (mtoe) over the next three years, focusing on the industry, domestic, and transport sectors. NEECA aims to conduct demand-side management and attract international financing through collaborations and awareness campaigns for improved energy consumption practices.
